SAF Certificates Marketplace
Sustainable Aviation Fuel (SAF) is the only proven, credible, and scalable pathway for the aviation industry to achieve its net zero target by 2050.
Challenges
High costs
SAF remains 2–5x more expensive than fossil jet fuel.
Limited access
Airlines and corporates often can’t physically access SAF due to location and infrastructure limits.
Fragmented frameworks
Multiple book and claim systems, unclear SBTi/GHG protocol guidance, and complex reporting slow adoption.
Weak demand signals
Without a scalable marketplace, producers struggle to secure stable offtake agreements and expand production.

Our Solution
We build Asia’s first digital marketplace for SAF certificates (SAFc), decoupling the environmental benefits of SAF from the physical fuel.
Transparent & verifiable
Each certificate tracks certified emissions reductions, ensuring credibility and auditability.
Flexible participation
Airlines, corporates, and freight forwarders can claim Scope 1 or Scope 3 reductions, regardless of SAF location.
Aligned with standards
Registry agnostic (RSB, ISCC, CADO) to follow global best practices of book and claim solutions.
Demand aggregation
Corporates can pool demand to unlock better pricing and provide stronger market signals to producers.

Benefits
Accelerates adoption
Makes SAF more affordable by letting airlines recover part of the cost premium via certificate sales.
Unlocks corporate action
Enables companies to credibly address Scope 3 emissions from business travel and freight.
Supports producers
Creates new funding flows and improves the bankability of SAF projects.
Builds trust
Ensures emissions reductions are verified, tracked, and free from double counting.
Scales supply
Strong demand signals encourage producers to expand SAF capacity, lowering costs over time.

Case Study: Philippines
Overview
Background
IMPACT announced Asia’s first Sustainable Aviation Fuel Certificates (SAFc) marketplace in the Philippines, in partnership with the Department of Transportation (DoTr). This pioneering initiative laid the foundation for scaling SAF adoption across the region and demonstrated how a trusted digital trading platform can accelerate aviation decarbonization.
Purpose
The Philippines SAFc Proof of Concept (PoC) aimed to bring together, for the first time in Asia, a full end-to-end SAF ecosystem on a single platform: connecting airlines, corporates, producers, and regulators, under RSB – sustainability certification and framework.
Objectives
Validate and illustrate an end-to-end SAFc transaction workflow, including user onboarding, dashboards, transparent trading, registry integration, and certificate retirement.
Define key trading functions and scenarios suitable for the regional ecosystem.
Explore SAFc tokenization & fractionalization to enable flexible participation for different buyer sizes.
Assess future-ready technologies: blockchain for integrity and traceability, AI-driven trade facilitation, and interoperability with registries (RSB and beyond).
Stakeholders
Philippines Department of Transportation
Philippine Airlines – national carrier
Deloitte Asia – corporate buyer
SAFasia – local SAF producer (PBtL)

Outcomes
First integrated SAFc ecosystem in Asia
Successfully convened airlines, corporates, producers, and Philippines government to demonstrate collaborative engagement around SAF certificates marketplace.
Market validation
Conducted a comprehensive market needs assessment confirming strong demand for a SAFc marketplace in Asia and clear appetite among corporates to address Scope 3 emissions through SAFc.
Defined trading principles & workflow
Based on RSB framework, established the scope, architecture, and guiding principles of SAFc trading (issuance, transfer, and retirement), creating a replicable model for other Asian markets.
Technology proof points
Demonstrated feasibility of digital registry integration, tokenization of SAF certificates encapsulated in Smart Contract, and AI agent to maximize trade facilitation, ensuring transparency, trust, and scalability.
Cross-border scalability
Engagement from partners to evolve the PoC into a Minimum Viable Product (MVP), positioning Asia as an active player in the global SAFc ecosystem.
Policy engagement
Provided regulators (DoTr) with practical insights into how SAFc can complement future SAF mandates, offering a blueprint for policy alignment in the region.
